Context of the Azerbaijani Version of EuroFire Materials

There is a growing understanding that the destruction and over-exploitation of natural resources and ecosystems can threaten the security of communities and nations. Competition over declining natural resources such as forests, fresh water, fisheries or fertile soils, exacerbated by climate change impacts and migratory movements of population, is a threat to stability and peace. Similarly, transboundary pollution or environmental accidents and disasters with cross-border consequences often negatively affect the relations between neighbouring states.

The Environment and Security Initiative (ENVSEC) was launched in September 2002 and is a partnership of six international organizations – the Organization for Security and Co-operation in Europe (OSCE)Regional Environment Centre for Central and Eastern Europe (REC)United Nations Development Programme (UNDP),United Nations Economic Commission for Europe (UNECE)United Nations Environment Programme (UNEP), and the North Atlantic Treaty Organization (NATO) as an associated partner – with specialized, but complementary mandates and expertise, that provides an integrated response to environment and security challenges. The mission of the ENVSEC Initiative is to contribute to the reduction of environment and security risks through strengthened cooperation among and within countries in four regions: Central Asia, Eastern Europe, Southern Caucasus, and South-Eastern Europe. In other words, the ENVSEC Initiative transforms environment and security risks into regional co-operation.

To assist the South Caucasus countries in enhancing their fire management capacities, the OSCE, within the framework of the ENVSEC Initiative, launched the project “Enhancing national capacity on fire management and wildfire disaster risk reduction in the South Caucasus”.Conducted by the Global Fire Monitoring Center (GFMC), the project aims to reduce wildfire risks in the region by improving national capacities to efficiently prevent and respond to wildfires. In the three South Caucasus countries Armenia, Azerbaijan and Georgia the project has strengthened the capacities in fire management through the application of the translated EuroFire materials and has conducted practical and theoretical training for firemen based on EuroFire standards on safety, fire management techniques and tactics, use of hand tools and ignition. In addition workshops for local communities have been conducted. National roundtables on fire management are permanent institutions in the three countries to develop national forest fire management policies and an implementation strategies.
